6. COUNTY COUNCILLORS REPORT:
Cllr Rose reported on the library services – the library budget had improved as the computer services that libraries offer are reducing budgets in other OCC services. He also reported on a volunteer service for the delivery of books. Cllr Rose reported on OCC’s budget which was still to be decided for 2017/18.
Cllr Rance asked Cllr Rose about speed control on the Chipping Norton road, by the river bridge. Various options were discussed and the Clerk was asked to add this to Matters Arising at the February meeting.
7. DISTRICT COUNCILLORS REPORT:
DCllr Simcox reported on the Local Plan and that Ascott’s consultation had been accepted. Cllr Carter had asked him about availability of WODC Community Grants and he agreed to email these to Cllr Carter. DCllr Simcox reported that Robert Courts, our newly elected MP, would be attending the next County/District and Parish workshop at Ascott-under-Wychwood, 25 February 11.30-12.30 at Trinity Church.
8. PUBLIC TIME:
Cllr Carter welcomed Bertie Trinder and Nigel Braithwaite to the meeting, who had attended to discuss the amended planning proposals for 18 Maple Way. Cllr Carter reported that the architect Chris Trickey had provided a new set of plans, which were presented and discussed. She reported that no application had been made to WODC yet. All agreed that this set of plans were much better, however there were numerous anomalies that would need careful consideration. These were discussed and it was agreed that the next step would be for Will Munro of Cottsway, Chris Trickey (ATP), Cllr Carter and a residents’ representative to meet and consider all suggestions.

16/03648/HHD Conversion of garage to living accommodation and erection of carport with room above at 15 London Lane.

10. MATTERS ARISING:
(a) County, District and Parish Council – date confirmed Saturday 25 February, 11.30-12.30 to be held in the Church. Robert Courts, newly elected MP will be attending.
(b) Wychwood Church of England Primary School request for donation to MUGA Ongoing
11. RISK ASSESSMENT & GROUND MAINTENANCE:
(a) Notice Boards – Cllr Tribe reported that Pete Moss had kindly offered to provide a quote to refurbish the boards and supply new headers.
(b) Waste Bins – WODC have replaced 3 bins and the Clerk was asked to contact WODC and enquire when the 4th bin would be replaced.
(c) Ivy along the front wall of the Playing Field – it was agreed unanimously to employ contractors to cut this ivy tight to the wall at the end of the winter. Cllr Carter reported that she had received a quotation from Evenlode Gardening for £150.00 including VAT to carry out the works. The quotation was discussed and it was proposed by Cllr Tribe and seconded by Cllr Rance to accept the quotation and instruct the works to be done.

13. SPORT ENGLAND DRAINAGE:
Cllr Carter presented a financial report detailing the income and expenditure. Cllr Carter reported that she would now write to the Playing Field Legacy Fund and Windrush Valley School to redeem their grant pledges.
14. ROADS:
Pavement outside Ascott Earl House – Ongoing.
Speeding on the river bridge – Cllr Rance reported on this and it was discussed under Item No. 6 County Councillors report. After further discussion Cllr Carter asked all councillors to do some research into other bridges locally and bring any feedback to the February meeting.
15. ASCOTT-UNDER-WYCHWOOD SPORTS CLUB:
Cllr Carter reported on an email received from Mick Ody, who had given a very positive update of Ascott Football Club, mentioning that they were looking forward to returning to the village. Cllr Carter reported that she and Laurence Mellor (Sports Club Chairman) would be addressing the upgrading and decoration of the Pavilion.
16. COMMUNITY EMERGENCY PLAN:
Cllr Carter reported that the delivery of the winter salt had been successfully decanted by volunteers into smaller more manageable bags, under instruction from Laurence Mellor (i/c Winter Resilience). She reported that the sale of Crown Farm was ongoing.
17. HELPERS OF ASCOTT-UNDER-WYCHWOOD:
Cllr Carter confirmed the date of the Litter Pick as 21 January 2017 and that grabbers and bags had been ordered.

19. WYCHWOOD LIBRARY:

20. VILLAGE CHARITY:
Nothing to report.
21. CAROLS ROUND THE CHRISTMAS TREE:
A de-brief on the event; this was very successful and raised £320, which was donated to the Wychwood Day Centre.

23. ANY OTHER BUSINESS:
– Ascott Martyrs – Cllr Carter reported that she had attended the event at the Swan where Beverley McCombe spoke about her recently published book. Cllr Carter introduced our local Cotswold Warden to the team of Trustees. The event was very well received.
– Joint Parish Council Meeting – the Clerk was asked to write to Milton and Shipton to invite them to a joint meeting in Ascott when the Swan has re-opened.
There being no further business, the meeting was declared closed at 9.35pm. The next meeting will be held on Monday 13 February 2017.
