The Minutes recorded from the meeting held on 8 June 2021 were approved as a true record, duly signed, dated and filed.

4. Co-option
The Clerk reported that confirmation had been received from WODC that the PC could now go ahead and complete the co-option process for the remaining 1 new councillor to replace Philippa Carter. Cllr Leach welcomed Sue Richards to the meeting and the Clerk gave the paperwork for completion from WODC to Sue. The clerk was asked to record the co-option of Sue accordingly.
PCllr Leach asked PCllr Richards if she had any declarations of interest. Cllr Richards confirmed that she did not.

Bank Statement reconciliation
The Clerk had emailed the Bank Statements and Reconciliation, together with copies of the parish funds, to all councillors prior to the meeting. These were reviewed and approved at the meeting.

CCllr Leffman reported on the school sign, this was ongoing and she would chase this up. She reported on the 20mph project being implemented throughout the county. CCllr Leffman reported on the Cllr Priority Fund and that the October/November meeting would detail how to access funding.

Kingerlee Homes have informed the Parish Council that they expect to start work during the first 2 weeks of April. Cllr Carter wrote back to Kingerlee, the Planning Dept, WODC drainage and OCC Highways reminding them of the issues with surface water and sewage and asking that they make arrangements so that there is not a problem with deliveries or workmen’s parking
9. NEIGHBOURHOOD PLAN
Overall
The government has released details of some new funding for LPAs for their involvement in drawing up NP, which at least points to some continued commitment from them despite their proposed new planning regulations. We can just hope that they will remain true to that.The steering committee are planning to do a roadshow to invite the residents to see what has been done so far, ask questions and give feedback – as we would have done earlier had it not been for COVID. This will be the last weekend in September, Saturday at the Pavilion and Sunday at Tiddy. This will need to be discussed in more detail at the September meeting.
Environment
The new Environment group is ready to be set up. Richard Smith is drawing together the scope to go with the general terms of reference we put together for all the groups and as soonas that is in place, we can get that group in motion. Sue will be the PC liaison and Richard will lead it. Footpaths will come under that banner, so it has more visibility especially given the new prominence following the West Oxon sign in Priory Lane.
Flooding
Last month’s meeting the PC agreed the payment for the surveyor. We finally have the final quote, breakdown and scope of works from Evendale Young and so can put in for the grant application from Locality to cover the lion’s share. the final figure will be 15,000, that is a fixed price; we expect to be able to get 10,000 of that from Locality. Pippa has written a draft flood risk document which sets out the causes of flooding in layman’s terms which is the one she circulated: the next stage is that she intends to take that around various residents with local knowledge to get anything that may have been missed before we draw up a much more technical document following the full Evendale Young report.
Heritage
The Heritage group has met again and continued with the next part of the history of the village. There is probably one or maybe two sessions to bring that into the modern era more before we can start to draw that into the heritage.
Traffic and Transport
There will be a Traffic and Transport event on the Green on first weekend of September. This will invite residents to complete a questionnaire and act to reinvigorate the themes by socializing the ideas discussed so far with the public. Discussion has been ongoing to publicize safe cycle routes. Representatives have attended the latest WiVTAG meetings and are broadly supportive but have urged the group to focus on the wider issues of cooperation.

Employment and Amenities
That leaves employment and amenities: the latter is covered off to a large extent by the work that has been done on the response to the Blue Cedar application but we do need to get that running asap.

(a) Dog Poo Bin at Gypsy Lane
Clerk reported that this had been installed today.
11. Risk Assessment and Ground Maintenance
This would be organised for September and carried out by Cllr Plant and Cllr Russell.
12. Community Emergency Plan
PCllr Leach has received the community emergency plan from Pippa and has commenced looking through it. This has been circulated to the other councillors for comment. Details of the contact details for the new members have been shared with Milton and Shipton PCs for their reciprocal arrangements. Several improvements have been suggested to the layout and content of the plan, these will be discussed at the next meeting. Given the number of new people in the village, a new request for volunteers will be included in the Grapevine and will be distributed to the residents.

i) The potholes on Chipping Norton hill had now been filled.
ii) Signage around the village had been cleaned
iii) Charity field needs clearing – a team to be organised.

Cllr Russell reported that she had been advised about dog mess on the cricket pitch. This was discussed and agreed that an article would be included in the Grapevine.

ii) Windrush Valley School are advertising for a minibus driver 2 days a week to transport the children to swimming lessons
iii) Councillor’s Roles and Allocations – Cllr Leach asked all councillors to give this and the relevant titles some thought. For example; planning, playing fields, transport and the possibility of a Village Warden.
