Cllr Leach proposed a transfer of £5000 from the PC General Fund to the Village Plan Fund, this was seconded by Cllr Ravenhill and agreed unanimously.
The budget forecast was discussed and the Precept for 2022/2023 will be finalised and set at the December meeting.
The bank reconciliation and financial report were emailed, duly attached to the email sending the monthly update for November.
Sports England had contacted the previous Chair to highlight an audit finding that not all monies owing had been paid to the PC for the work on maintaining the playing fields. This will be requested once all documentation can be assembled with a deadline of 30th November.

Cllr Leach reported that the reserved matters regarding the layout and design had been submitted: the PC had objected on the basis of the change to the layout, the loss of the turning head and the inappropriate design and finish to the properties. The architects had made some welcome changes to accommodate the issues regarding design and finish, but the primary issue of the loss of the turning head, which had been a feature of the Design and Access Statement under which outline planning was granted, still remained.

8. Neighbourhood Plan

Cllr Leach proposed a transfer of £5000 from the PC General Fund to the Village Plan Fund, this was seconded by Cllr Ravenhill and agreed unanimously by all councillors.
Cllr Leach reported the following:
General: The phase of gathering background evidence is now drawing to a close, and the focus for next year will be on creating the plan, with an aim to produce a final version by the end of 2022. Richard Smith has put together the headings for a straw man document to form the scaffolding for building the plan next year.
Heritage Group: met to wrap up the current years’ work and to begin the work for next year; principally looking into design and materials. The WODC designation of Ascott as a linear settlement needs further scrutiny: historically this should be categorized as bi-nucleated but the group needs to understand what effect challenging this might have on current planning policy. The group also agreed to look at mapping the pattern of building over the last 50 years to demonstrate how the village has developed in terms of housing, services and risks.
Traffic and Transport: also met to wrap up the current year’s work and to focus effort towards the plan for next year. Targets include finalizing the parish vision, completing the doorstep survey, engagement with traffic awareness teaching for the school, re-engagement with the pub given the improved relations between the management and the village.
Housing: proposed leaflet and consultation regarding the potential site for developing the paddocks above Maple Way, the Orchard, Heritage Lane, Dawls Close and Shipton Road were discussed and agreed by the PC.
Flooding: Edenvale Young had requested a part payment of the work to mitigate cash flow problems. Cllr Leach had responded that this would be an unacceptable risk to the PC, and proposed a payment could be made for the first instalment, so that the PC would receive the benefits of all work carried out to date. The PC agreed a payment of 80% in return for what EY has assured the PC is now 90% of the report.

10. Risk Assessment and Ground Maintenance
The Clerk reported that hedge round the Playing Field would be cut by the same contractors that Robin Walker uses and should be carried out shortly.
Cllr Plant reported that she had met Geherd Niebuhr at the Playing Field to inspect some of the play equipment. The Basket Ball post is safe, the woodwork post on the swings needs rubbing down and coated. Mr Niebuhr agreed to provide a quotation for the work, including ramps.
11. Community Emergency Plan
Cllr Leach reported that he and Cllr Plant had updated the Emergency Plan. There was a need to share and document preventative measures, and a village walkabout organized for December 5th for all PC members. Cllr Leach has also spoken to members of the neighbouring PCs regarding their preventative measures: this will be a topic for the next Wychwoods Working Together get-together.

13. Roads
The 20 mph project was discussed and Cllr Richards proposed that the PC go forward with this and the funding of an electronic speed sign. This was seconded by Cllr Russell. Cllr Russell reported that she had carried out a walkabout checking the roads for potholes.
14. Carols round the Christmas Tree
Cllr Leach presented a proof of a new carol sheet and proposed that the PC have 200 printed, this was duly seconded by Cllr Russell and unanimously agreed by all.
– Clerk to order the Christmas Tree to be delivered the week commencing 29 November. Robin Walker and Shane Barnes to erect and add the lights on Saturday 4 December.
