8. Neighbourhood Plan

Cllr Leach reported that he had met with Pippa Carter for an update on the Flood Risk and on the Amenities and Employment sections evidence gathering.

The Flood Risk is now almost complete and PC will hand over her file to Cllr Leach to go over in mid-July. The EY report is waiting on a final meeting but this has been delayed due to two of the attendees having COVID.

The Amenities and Employment work is progressing steadily, and an early first draft has been given to Cllr Leach for feedback.

Cllr Leach is still working on the final version of the History and Heritage publication.

9. Matters Arising

(a) 5 Shipton Road – Nothing to report.
(b) Road signage – WODC will replace, free of charge, damaged/illegible signs, otherwise there would be a cost of £300 per sign. Cllr Leach would collate and supply WODC with an up to date map.
(c) OALC 2050 Consultation – Ongoing
(d) Annual Parish Meeting
Cllr Leach extended his thanks to everyone and all agreed that the format of the meeting was a success, well attended and very well received.
(e) Tree replacement – the Clerk was asked to add this as an Agenda item to be discussed at the July meeting.

10. Risk Assessment and Ground Maintenance

Cllr Plant reported that another clearance session had taken place at the Sports field, she also reported on the guttering, which was partially blocked and in some places had become detached. Cllr Plant reported that some parishioners had mentioned to her about the some of the signs being erected on the Village Green. All agreed to keep an eye on this. The RoSPA Inspection of the play equipment was due to be carried out in July.

13. Roads

Cllr Richards reported that dangerous parking outside the Swan had been reported again. She reported that lorries had been seen reversing down High Street, which was dangerous and unacceptable.

Cllr Ravenhill would look into purchasing an extra water tank.

Cllr Leach thanked Simon Gidman and the Tiddy Hill for organising the Jubilee celebrations.

Cllr Russell reported that on Friday 27 May between 6pm & 7pm she was taking her children to a club in Milton under Wychwood and tried to drive along the Shipton Road, but this was blocked by the Swan – there were bar stools in the road, a delivery lorry parked adjacent. She waited for several minutes before having to get out of her car and clear the access. The Clerk was asked to draft a letter to the Swan explaining this was not only unacceptable, but illegal.

The sale of Manor Farm was discussed and unadopted footpaths.

There being no further business, Cllr Leach declared the meeting closed at 8.50pm
